How tall is the shaft?

I ordered these boots from another vender, in brown with green underlay, they claim the shaft is a 13. Which I need because I have very long legs for a 5'2 inch woman.

How do you measure your shafts? Also, Larado boots are made by Dan Post, Do they fit the same way the D.P. brand does?
